Sui Huan Gui Zi [2021] No. 6

　　In order to control automobile exhaust pollution, improve the environment and air quality in Guangzhou, and protect public health, according to theRegulations of Guangdong Province on the Prevention and Control of Atmospheric Pollution, the Regulations of Guangdong Province on the Prevention and Control of Exhaust Pollution of Motor Vehicles and the Regulations of Guangzhou Municipality on the Prevention and Control of Exhaust Pollution of Motor Vehicles, as approved by Guangzhou Municipal People’s Government, it is decided to restrict the passage of highly polluting motor vehicles within the administrative area of Guangzhou. Relevant matters are as follows:

　　1. Vehicles equipped with ignition engines under China I vehicle emission standards and vehicles equipped with compression ignition engines under China III vehicle emission standards are prohibited from passing through the administrative area of Guangzhou 24 hours a day (the following numbers do not include basic numbers).

　　2. Transit vehicles passing through the following roads within the administrative area of Guangzhou and not other roads within the administrative area of Guangzhou should not be restricted by the first provision of thisNotice: G4W2 Xuchang-Guangzhou Expressway (the former north section of North Second Ring Expressway), G1501 Guangzhou City Ring Expressway (the former West Second Ring Expressway, North Second Ring Expressway and East Second Ring Expressway), G4 Beijing-Hong Kong-Macao Expressway (the former Beijing-Zhuhai Expressway, North Second Ring Expressway and the east section of Guangzhou-Shenzhen Expressway in Huocun Village), G4W Guangzhou-Macao Expressway (the former East Second Ring Expressway, Guangzhou-Zhuhai North Line and Guangzhou-Zhuhai East Line), G35 Jinan-Guangzhou Expressway (the former Guangzhou-Huizhou Expressway), G15 Shenyang-Hainan Expressway (the former east section of Guangzhou-Shenzhen Expressway in Huocun Village), G9411 Dongguan-Foshan Expressway (the former Humen Expressway), S105 Nansha Port Highway (the former south section of Xili Overpass of Nansha Port Highway), and S302 Yuhuang Branch (the former Yuhuang Branch of Nansha Port Highway).

　　3. If there are other restrictions on the passage of automobiles within the scope permitted by thisNotice, they should be observed at the same time.

　　4. Motor vehicles mentioned in thisNotice refer to passenger vehicles, cargo vehicles and special purpose vehicles powered by gasoline, diesel or gas fuel, including local and non-local motor vehicles in Guangzhou unless otherwise specified.

　　5. Military vehicles, police vehicles, fire engines, ambulances and rescue vehicles performing emergency tasks are exempt from the above restrictions.

　　6. Those who violate the provisions of thisNotice should be dealt with by public security organs according to relevant laws, regulations and rules.

　　7. ThisNotice should come into force on December 1, 2021 and be valid for five years. The Notice of Guangzhou Municipal Ecological Environment Bureau, Guangzhou Municipal Public Security Bureau and Guangzhou Municipal Transportation Bureau on the Restriction of High-pollution Vehicle Traffic in the City (Sui Huan Gui Zi [2020] No. 2) should be annulled simultaneously.
