　　In order to standardize the networking of motor vehicle emission inspection and strengthen the daily supervision of emission inspection, according to the Regulations of Guangdong Province on the Prevention and Control of Motor Vehicle Exhaust Pollution, the Regulations of Guangzhou City on the Protection of Ecological Environment, the Regulations of Guangzhou City on the Prevention and Control of Motor Vehicle Exhaust Pollutionand other relevant provisions, the bureau formulates the Implementation Measures for the Supervision and Networking of Motor Vehicle Emission Inspection Institutions in Guangzhou. It is hereby printed and distributed. Please comply with and implement it.

Implementation Measures for the Supervision and Networking of Motor Vehicle Emission Inspection Institutions in Guangzhou

　　Article 1 In order to standardize the networking of motor vehicle emission inspection and strengthen the daily supervision of emission inspection, according to the Law of the People’s Republic of China on the Prevention and Control of Air Pollution, the Regulations of Guangdong Province on the Prevention and Control of Air Pollution, the Regulations of Guangdong Province on Prevention and Control of Motor Vehicle Exhaust Pollution, the Regulations of Guangzhou City on the Prevention and Control of Motor Vehicle Exhaust Pollution,the Notice on the Establishment and Implementation of the Vehicle Emission Inspection and Maintenance System (Huan Da Qi [2020] No. 31)and so forth, and based on the actual situation of Guangzhou, the Measures is formulated.

　　Article 2 The networking of motor vehicle emission inspection institutions mentioned in the Measures means that qualified motor vehicle emission inspection institutions upload relevant data through a dedicated network according to relevant laws and regulations and thus realize real-time sharing of inspection data with Guangzhou Municipal Ecological Environment Bureau.

　　Article 3 The qualified motor vehicle emission inspection institutions mentioned in the Measures refer to inspection institutions qualified for motor vehicle safety technical inspection (hereinafter referred to as inspection institutions).

　　Article 4 The Measures should apply to the networking of the motor vehicle emission inspection and relevant regulation work within the jurisdiction of Guangzhou.

　　Article 5 Guangzhou Municipal Ecological Environment Bureau should organize emission inspection networking and related regulation work and coordinate the networking according to the results of the networking technical check.

　　Article 6 The networking technical check should be organized by Guangzhou Ecological Environment Monitoring Center (Station) according to the Guidelines for the Technical Check on the Networking of Motor Vehicle Emission Inspection Institutions in Guangzhou.

　　Article 7 Inspection institutions should meet the following conditions:

　　7.1 Hold the status of an independent legal person.

　　7.2 Meet the management requirements of environmental impact assessment for construction projects.

　　7.3 Pass the qualification accreditation of market supervision departments and obtain the qualification accreditation certificate for inspection and test institutions.

　　7.4 Have an emission inspection venue with a reasonable layout, sufficient light and clearly marked functional areas.

　　7.5 After the metrological check or calibration, all inspection instruments and equipment meet relevant standards and specifications. All data communication interfaces, data formats and so on of the industrial control system meet the requirements of the informatization management of ecological environment departments.

　　7.6 Install video surveillance, data storage, system server, license plate recognition device and other hardware equipment, establish a dedicated local area networkand use optical fiber to connect with the motor vehicle pollution emission supervision system of Guangzhou Municipal Ecological Environment Bureau which can support the real-time transmission of emission inspection data and real-time monitoring. Inspection institutions must guarantee that hardware equipment that connects to the local area network won’t be used otherwise so as to ensure network security of the system and equipment.

　　7.7 The networking data uploaded should meet national and provincial networking standards for motor vehicle environmental protection information.

　　7.8 In principle, each inspection line should be equipped with at least 2 inspection technicians who meet national regulations.

　　7.9 Establish a complete and effective quality management system and management rules and create and keep emission inspection files under relevant regulations. Disclose the business license, organization code certificate, motor vehicle emission standards, inspection rates, etc.

　　Article 8 Emission inspection networking should be handled according to the following procedures:

　　8.1 Inspection institutions should log into the website of Guangzhou Municipal Ecological Environment Bureau, download the Information Form for the Networking of Motor Vehicle Emission Inspection Institutions in Guangzhou andfill it in according to relevant requirements.

　　8.2 Inspection institutions should submit networking data to Guangzhou Ecological Environment Monitoring Center (Station) according to the Guidelines for the Technical Check on the Networking of Motor Vehicle Emission Inspection Institutions in Guangzhou.

　　8.3 Guangzhou Ecological Environment Monitoring Center (Station) should examine networking data submitted by inspection institutions, carry out the networking technical check according to relevant requirements and verification opinions on the networked transmission of inspection institutions issued by Guangzhou Environmental Technology Center and fill in the Networking Technique Checklist for Motor Vehicle Emission Inspection Institutions in Guangzhou. Guangzhou Ecological Environment Monitoring Center (Station) should issue technical check opinions to those who pass the technical check and report to Guangzhou Municipal Ecological Environment Bureau.

　　8.4 Guangzhou Municipal Ecological Environment Bureau should issue a reply letter on networking according to the technical check opinions put forward by Guangzhou Ecological Environment Monitoring Center (Station).

　　8.5 Inspection institutions and Guangzhou Municipal Ecological Environment Bureau are networked.

　　Article 9 Inspection institutions applying for networking should submit the Information Form for the Networking of Motor Vehicle Emission Inspection Institutions in Guangzhou and relevant supporting materials to Guangzhou Ecological Environment Monitoring Center (Station).

　　Article 10 Inspection institutions should apply for networking again if their addresses or inspection venues change.

　　Article 11 Inspection institutions included in the management of environmental impact assessment for construction projects should meet environmental protection requirements for the acceptanceof construction projects upon completion. If the construction projects fail to be accepted according to relevant environmental protection requirements for acceptance, relevant inspection data should not be accepted.

　　Article 12 Inspection institutions that intend to increase inspection lines or change the type and position of inspection lines or major inspection equipment (including industrial control software) should go through networking change procedures.

　　Article 13 Inspection institutions that intend to go through networking change proceduresshould log into the website of Guangzhou Municipal Ecological Environment Bureau, download the Information Form for Networking Changes of Motor Vehicle Emission Inspection Institutions in Guangzhou andfill it in according to relevant requirements. The procedures are the same as those stipulated in 8.

　　Article 14 Inspection institutions that intend to go through networking change procedures should submit the Information Form for Networking Changes of Motor Vehicle Emission Inspection Institutions in Guangzhouand relevant supporting materials.

　　Article 15 If the legal person name (venue and equipment not changed), address name, legal representative, administrative director, category of inspection institution, etc. is changed, inspection institutions should submit a written report to Guangzhou Ecological Environment Monitoring Center (Station) within 30 days after the change of relevant information.

　　Article 16 Inspection institutions should actively accept the supervision and regulation of ecological environment departments and abide by the following codes of conduct:

　　16.1 Carry out emission inspections on motor vehicles in strict accordance with statutory inspection methods, standards and norms and issue true and accurate inspection reports. Illegal software is strictly prohibited. Bear legal responsibility for inspection results.

　　16.2 Actively abide by the Score-based Management Measures for the Exhaust Inspection Business of Motor Vehicle Inspection Institutions in Guangzhou (Trial) (Sui Huan [2014] No. 103)and relevant industry regulations, connect with the network of Guangzhou Municipal Ecological Environment Bureau, submit inspection results to Guangzhou Municipal Ecological Environment Bureau and accept its supervision according to national and provincial requirements for environmental protection information networking of motor vehicles.

　　16.3 Ensure the normal operation of the internal quality management system in strict accordance with the provisions of qualification accreditation, timely conduct the metrological check and calibration on inspection instruments and equipment, regularly organize in-process inspections and prepare intact and effective reference materials.

　　16.4 Do not operate or engage in the motor vehicle maintenance and repair business in any way.

　　16.5 Post relevant information on local maintenance and repair institutions in eye-catching places in the office hall and rest area for vehicle owners.

　　16.6 Strengthen the professional training for inspection personnel so that they can master relevant laws, regulations, standards and basic knowledge of vehiclesand choose correct inspection methods for standardized vehicle inspection.

　　16.7 Strictly comply with relevant management regulations. Reinspect vehicles that fail to meet emission standards after inspection only after checking their maintenance and repair records at maintenance and repair companies qualified for maintaining and repairing Class I and Class II motor vehicles and maintenance and repair companies qualified for maintaining and repairing Class III motor vehicles and engaged in engine maintenance and repair.

　　16.8 Inspect the vehicle appearance before the emission inspection to prevent the possibility that vehicle owners or their agents pass the emission inspection by means of fraud, such as temporary replacement of vehicle pollution control devices.

　　16.9 Appoint professional computer management personnel, strengthen the management and maintenance of informatization facilities such as the local area network, optical fiber link, computer, server and video, ensure their safety, normal power supply, smooth link and data integrity during the inspection, and transmit inspection data to ecological environment departments in a real-time manner.

　　16.10 Install video surveillance equipment and transmission bandwidth which meet the management requirements of ecological environment departments and create motor vehicle emission inspection files such as video surveillance data for future reference.

　　16.11 Cooperate with ecological environment departments in the inspection capability comparison test.

　　Article 17 Inspection institutions should submit the work report of the previous year to ecological environment departments before the end of February each year. The main contents include:

　　17.1 Basic information on inspection institutions, including the number and type of inspection lines and relevant changes, inspection capability, inspection method, etc.

　　17.2 Inspection work, including the networking and qualification of inspection institutions, the implementation of inspection institutions’ rules and regulations and quality management, the use and maintenance of inspection equipment, the inspection system and data transmission network, operation skills and competence of inspection personnel, the implementation of relevant standards and specifications, and all vehicles inspected in the whole year.

　　17.3 Main problems and improvement measures.

　　17.4 Handling of complaints and objections.

　　17.5 The work plan for the next year.

　　Article 18 Ecological environment departments should earnestly engage in the receiving and uploading of networking data, daily operation and maintenance and follow-up system development of the motor vehicle pollution emission supervision system of Guangzhou Municipal Ecological Environment Bureau and establish relevant management and emergency work mechanisms to ensure the safe and stable operation of the system. They should also earnestly supervise and regulate inspection institutions and investigate and punish illegal inspections according to law.

　　Article 19 Ecological environment departments should analyze motor vehicle emission inspection data. If they find that the inspection data of some motor vehicles are similar, the volume of the non-local inspection business is too big, the inspection qualification rate of the same model is abnormal, or the inspection qualification rate is too low but the reinspection qualification rate is too high, they should timely analyze the reasons. They should also organize a spot check on motor vehicle emission inspection institutions with abnormal data every quarter.

　　Article 20 No fees will be charged for the examination of emission inspection networking data, technical checks, etc.

　　Article 21 Inspection data of motor vehicle emission inspection institutions that are found to have engaged in fraud, falsified inspection results, issued false reports, hidden or modified motor vehicle environmental monitoring parameters, used illegal software or engaged in other activities that do not meet supervision and networking requirements or other technical specifications and requirements should be invalid. Ecological environment departments should not receive such inspection data according to the Notice on Further Standardizing Emission Inspections and Strengthening Environmental Supervision and Management of Motor Vehicles (Guo Huan Gui Da Qi [2016] No. 2)and the Notice on Establishing and Implementing the Vehicle Emission Inspection and Maintenance System (Huan Da Qi [2020] No. 31). If inspection institutions violate relevant laws and regulations on environmental protection, they should be investigated and punished according to the Law of the People’s Republic of China on the Prevention and Control of Air Pollution, the Regulations of Guangdong Province on the Prevention and Control of Motor Vehicle Exhaust Pollutionand other relevant provisions.

　　Article 22 The reference format of the Guidelines for the Technical Check on the Networking of Motor Vehicle Emission Inspection Institutions in Guangzhou, the Information Form for the Networking of Motor Vehicle Emission Inspection Institutions in Guangzhouand the Information Form for Networking Changes of Motor Vehicle Emission Inspection Institutions in Guangzhou will be disclosed separately.

　　Article 23 The Measures should come into force as of the date of printing and distribution and should be valid for 5 years.
