　　As the effort to further standardize the exercise of administrative penalty discretion over ecological environment and unify the penalty scale of ecological environment law enforcement in Guangzhou, according to the Law of the People’s Republic of China on the Prevention and Control of Noise Pollutionand the Management Measures for Legal Disclosure of Enterprise Environmental Information, this bureau formulates the Regulations of Guangzhou Municipality on Standardizing Administrative Penalty Discretion over Ecological Environmentbased on the actual needs of Guangzhou. As it has been examined and approved of by Guangzhou Justice Bureau, it is hereby printed and distributed. Please comply with and implement it. If there is any problems during the implementation process, please report to (the law enforcement department of) this bureau directly.

Regulations of Guangzhou Municipality on Standardizing Administrative Penalty Discretion over Ecological Environment According to the Law of the People’s Republic of China on the Prevention and Control of Noise Pollution and the Management Measures for Legal Disclosure of Enterprise Environmental Information

　　In order to further standardize the exercise of administrative penalty discretion over ecological environment and unify the penalty scale of ecological environment law enforcement in Guangzhou, according to the Law of the People’s Republic of China on the Prevention and Control of Noise Pollution, the Management Measures for Legal Disclosure of Enterprise Environmental Information, the Notice of the Department of Ecology and Environment of Guangdong Province on Printing and Distributing the Regulations of Guangdong Province on Administrative Penalty Discretion over Ecological Environment(Yue Huan Fa [2021] No. 7)and the Notice of Guangzhou Municipal Ecological Environment Bureau on Printing and Distributing the Regulations of Guangzhou Municipality on Standardizing Administrative Penalty Discretion over Ecological Environment (Yue Huan Gui Zi [2021] No. 2), these Regulations are formulated based on the actual needs of Guangzhou in administrative law enforcement for ecological environment.

　　1. Principles that should be followed in exercising administrative penalty discretion over ecological environment specified in the Regulations of Guangzhou Municipality on Standardizing Administrative Penalty Discretion over Ecological Environment should also apply to these Regulations.

　　2.4.3, 5.3, 6.5, 6.6, 7.1, 16.1, 16.2, 16.3, 19.6 and 19.7 in the attachment Standards Catalogue of Guangzhou Municipality for Administrative Penalty Discretion over Ecological Environmentof the Regulations of Guangzhou Municipality on Standardizing Administrative Penalty Discretion over Ecological Environment are no longer applicable, but other contents should continue to apply.

　　3.These Regulations should come into force as of the date of printing and distributing and be valid for 4 years.
